By improving compatibility and functionality of the <a href="https://www.hypercerts.org/">Hypercerts</a> standard, ecosystem protection can become more economically viable for organizations and conservation communities of all shapes, sizes, and contexts. **Teodor Petricevic** (X: <a href="https://x.com/XtXeXo">@XtXeXo</a>) leads blockchain initiatives at the <a href="https://www.undp.org/">UN Development Programme</a>. He will map Ethereum-based projects within the UN ecosystem and develop an impact management framework that enables global development organisations - such as UN agencies - to effectively design impact models, measure and analyse outcomes and impacts, and harness the unique properties of blockchain technology to advance global development initiatives. **Robert Cowlishaw** (LinkedIn: <a href="https://www.linkedin.com/in/robert-cowlishaw/"> robert-cowlishaw</a>) is an aerospace engineer pioneering research at the intersection of zero-knowledge proofs, trusted execution, and satellite imagery. He is developing a prototype app that automatically and verifiably triggers emergency response systems after natural disasters. His work includes collaboration with the <a href="https://www.esa.int/">European Space Agency</a> to activate satellites for monitoring affected areas across political and systemic boundaries. As we look ahead to the next cohort of Fellows, we're reminded of the profound importance of narrative in shaping Ethereum's future. The stories shared by our alumni illustrate how blockchain technology can transcend its technical foundations to become a tool for social change, economic empowerment, and ecological regeneration. These Fellows exemplify what makes the Next Billion Fellowship unique: the focus is not on technology for technology's sake, but on the human experience of technology. Each project showcases how Ethereum can address real-world challenges—from polluted oceans to communities seeking economic autonomy, from farmers to international development professionals. The stories of Ethereum's impact will continue to evolve as new Fellows bring their unique contexts and insights to the ecosystem. This living collection of experiences helps us understand not just what blockchain can do, but what it can mean for communities worldwide. The Dark Forestry Department

If this document is being read on a screen, it's still a draft. The final form is intended to be a respectable LaTeX output printed to heavy, perhaps unbleached paper—that it may impart physical credibility to the reader, and create a canonical artifact of department lore. Abstract This is a proposal for a new team at the Ethereum Foundation named the Department of Dark Forestry, the Dark Forestry Department, or simply the Department. The central orienting goal of this team is to map, measure, and understand evil in the world from the perspective of the Ethereum protocol, and to use that understanding to design or enact small-but-significant interventions/programs that influence long-term outcomes for Ethereum and its human users. The Infinite Garden ☯ The Dark Forest "As an untended forest is to a long-managed scientific forest, so untended nature is to the garden. The garden is one of man's attempts to impose his own principles of order, utility, and beauty on nature. What grows in the garden is always a small, consciously selected sample of what might be grown there. " —James Scott, Seeing Like a State The Infinite Garden may be a legible touchstone for broad organizational alignment and public vision, but it does not represent a comprehensive perspective of the world through the lens of Ethereum's core values. The Dark Forest (陰森林, ☵), adapted from the hypothesis outlined in the epic trilogy by Liu Cixin, completes (or at least gives depth to) the worldview implied by The Infinite Garden (陽園林, ☱), coined by the Foundation's executive director Aya Miyaguchi.
